Google AdWords Pay-Per-Action Ads – How are pay per action ads targeted?

Your pay-per-action ads are eligible to appear on a site in the Google content network in two ways:
- In standard AdSense for content ad units: Pay-per-action ads will be eligible to appear in standard ad units on a contextually targeted basis. Pay-per-action ads shown in this type of ad unit will compete in the auction against other ads eligible to appear on AdSense publishers’ sites.
- In publisher-selected ad units: For these ad units, individual publishers will choose to display specific pay-per-action ads that they feel will appeal to their sites’ users. Publisher-selected ad units are separate from AdSense for content ad units, so pay-per-action ads in these ad units do not participate in the auction, and ads will not be contextually targeted.
